Executive Mansion, Monrovia – President Joseph Nyuma Boakai, Sr., has taken administrative actions following recommendations submitted by a Special Investigative Committee concerning the National Commission on Disabilities (NCD), and has also acted on a recommendation from the Honorable Supreme Court of Liberia regarding retirement from judicial service.
Based on the findings and recommendations of the Special Investigative Committee, President Boakai has temporarily suspended the Executive Director of the National Commission on Disabilities, Mr. Samuel Dean, and the Deputy Executive Director, Madam Winifred Paye, from their respective positions pending the conclusion of an audit into allegations of mismanagement at the Commission.
To ensure continuity in the administration and operations of the Commission during this period, the President has appointed the following officials in acting capacities:
• Apostle J. Aaron Wright, Sr., Acting Executive Director
• Mr. Emary Amos Jessie, Acting Deputy Executive Director
Furthermore, President Boakai has directed the General Auditing Commission (GAC) to conduct a comprehensive audit of the National Commission on Disabilities to fully examine the allegations of improprieties.
The President emphasized that these actions demonstrate his Administration’sefforts to accountability, transparency, and responsible governance, while upholding due process under the law.
In a separate action, President Boakai has approved the retirement of Brigadier General Amos B.K. Dickson, Sr., following a recommendation submitted by the Honorable Chief Justice, Hon. Yamie Quiqui Gbeisay, Sr., in a letter dated December 9, 2025.
Brigadier General Dickson has rendered thirty-eight (38) years of distinguished and dedicated service to the Government and people of Liberia through the Honorable Supreme Court. The President expressed appreciation for his years of service and steadfast commitment to national duty.
All actions taken are consistent with Section 14.1 of the Judiciary Law (1972) and the President’s constitutional authority, exercised with the advice and consent of the Senate where applicable.
The Government of Liberia remains resolute in upholding good governance, the rule of law, and the integrity of public institutions.
