MONROVIA, LIBERIA – The Ministry of Education (MOE), through the Office of the District Education Officer for Greater Monrovia 2C District, has issued a fine of LRD$150,000 (One Hundred Fifty Thousand Liberian Dollars) against Quita Grace Christian Academy for violating the national policy on graduation fees.
The penalty was enforced on June 19, 2025, following a preliminary clearance notice from the school that charged parents and guardians of junior high graduating students a fee of USD $60 for participation in the 2024/2025 graduation exercise.
According to the Fine Payment Form, signed by District Education Officer – David K. Owen, the school was fined for exceeding the maximum graduation fee of LRD$6,000 as stipulated by the Ministry for grades 6 and 9 (terminal classes) in private institutions. The MOE’s policy clearly prohibits hike in graduation fees to ensure affordability and to prevent exploitation of students and parents.
Quita Grace Christian Academy, located in King Peter’s Town, Bong Mines Bridge, Monrovia, was instructed to pay the fine into government revenue via the Liberia Revenue Authority (LRA) no later than July 3, 2025, to avoid punitive actions.
The fine notice emphasized that failure to comply would result in additional disciplinary measures against the school’s administration. The receipt of the fine was acknowledged by the school’s principal, N. Magnus, on June 19, 2025.
The Ministry has reiterated its commitment to regulating fees in both public and private educational institutions and has warned that similar violations will be met with strict enforcement actions.
This development comes amid heightened public scrutiny over the financial burdens placed on students and parents during graduation periods. Education stakeholders and parents have praised the MOE for upholding accountability and transparency in school operations.
