Rep. Toles Wants Former Pres. Weah to Account for US$7 Million PHP Park; Writes House to Open Probe

Montserrado County District #8 Representative Prince Toles is demanding full disclosure surrounding the lease agreement of the Unification Park—commonly known as PHP Park—located within his district.

In a formal communication addressed to House Speaker Richard Nagbe Koon and fellow legislators, Rep. Toles questioned why a private firm is operating the public park under what he described as “unclear terms,” despite substantial government and donor investments in the project.

President Weah cannot just spend US$7 million of the Liberian People money and just give the entire property to Private institution for over 20 years. We are demanding accountability and transparency,” Toles asserted.

The Liberian government allocated more than US$2 million from the national budget to construct the park. Additionally, the United Arab Emirates contributed US$5 million to support the project.

Rep. Toles is calling on the House Plenary to summon several key institutions to clarify the terms of the lease. These include Green Park Management Service—the company currently managing the facility—the Monrovia City Corporation, the Ministry of State, and the Ministry of Public Works.

The Unity Party lawmaker outlined three core questions in his letter: Who are the official parties to the lease agreement? What benefits does the lease provide to the local community? And how is the revenue from the lease being accounted for?

He further pressed for answers on whether the agreement includes job creation, community development initiatives, or any form of revenue-sharing. He also questioned whether lease earnings have been redirected to the national budget or invested in public services.

“Transparency is critical,” Rep. Toles emphasized, “especially when the park was financed with taxpayers’ monies and international donor funds.”

In response to his appeal, the House of Representatives has launched an official investigation. The House’s Committee on Contracts, Monopoly, and Public Accounts will lead the inquiry to examine the terms and implications of the lease arrangement.
