Senate Confirms Five Commissioners to Lead Liberia Telecommunications Authority

The Liberian Senate has confirmed five commissioners to steer the affairs of the Liberia Telecommunications Authority (LTA), the country’s principal regulatory body for the telecommunications and ICT sector.


Following a comprehensive vetting process and deliberations on the Senate floor, the nominees received majority votes confirming their appointments.


The new LTA leadership team includes:


Clarence Massaquoi – Chairperson
Patrick Honnah – Commissioner
Angela Cassell-Bush – Commissioner
Ben Fofana – Commissioner &
Emmanuel Pegar – Commissioner


The confirmations are seen as a critical step toward revitalizing the LTA, which plays a central role in regulating Liberia’s fast-evolving digital and telecom landscape.


Senators expressed optimism that the new team will bring experience, innovation, and regulatory discipline to one of the country’s most economically strategic sectors.


New Chairperson to Lead Sector Reform


Chairperson Clarence Massaquoi, a former lawmaker and ICT advocate, will now take the helm of the LTA.


During his confirmation hearing, Massaquoi pledged to modernize the authority’s operations, improve sector transparency, and enhance consumer protection.


“We must ensure that telecommunications services are affordable, reliable, and accessible to all Liberians, whether in Monrovia or the most remote rural community,” Massaquoi told Senators.


Diverse Team, High Expectations

The new commissioners bring a diverse mix of expertise in law, public administration, engineering, and media.


Former Information Minister Angela Cassell-Bush and seasoned broadcaster Patrick Honnah are expected to contribute significantly to public engagement and policy design, while Ben Fofana and Emmanuel Pegar add technical and regional representation.


The senators emphasized the need for the new LTA leadership to prioritize internet expansion, rural connectivity, fair market competition, and protection against digital fraud.


The digital age demands digital governance. This new LTA team has a unique opportunity to make Liberia a regional leader in telecommunications innovation.


The LTA regulates the licensing of telecom operators, spectrum management, infrastructure development, and enforcement of quality standards.

According to the Mansion, these confirmations are part of President Joseph N. Boakai’s broader effort to reform key public institutions, strengthen governance, and ensure service delivery meets 21st-century demands.
