ZanZan Karwah’s Days as Head Chief Ends, Arthur Dowah Takes Over

In a decision that signals a new chapter for Liberia’s traditional leadership, Chief Arthur Dowah has been appointed as the new Head Chief of the National Council of Chiefs, succeeding the venerable Chief ZanZan Karwah.

His appointment follows a closely monitored election process overseen by the Ministry of Internal Affairs and other key stakeholders, ensuring transparency and broad representation among Liberia’s diverse ethnic groups.

Chief Dowah, who hails from a lineage deeply rooted in the preservation and promotion of Liberia’s rich cultural heritage, is widely respected for his wisdom, integrity, and commitment to the well-being of his community. His election is seen as a continuation of the legacy left by Chief Karwah, who served as Head Chief for many years and was revered for his guidance during times of national transition.

The election took place at the National Orientation Workshop held in Gumpa, Nimba County, where over 350 participants, including government officials, traditional leaders, and civil society representatives, gathered to witness the selection of new leadership.

The Ministry of Internal Affairs, under the leadership of Minister Francis Nyumalin, and under the guidance of Vice President Jeremiah Koung, emphasized the importance of this election in reinforcing the authority of traditional governance within Liberia’s evolving democratic framework.

Chief Dowah’s ascension to this prestigious role comes at a time when Liberia is navigating significant changes in its local governance structure, particularly under the revised Local Government Act of 2018.

This legislation has redefined the roles of chiefs, limiting some of their traditional powers while increasing their responsibilities in community development and conflict resolution. Despite some initial resistance from traditional leaders to these changes, Chief Dowah has expressed his willingness to work within this new framework to ensure that the voices of Liberia’s rural and indigenous populations are heard and respected.

In his first address as Head Chief, Chief Dowah paid tribute to his predecessor, Chief Karwah, acknowledging the formidable legacy he left behind. He vowed to continue the work of uniting Liberia’s diverse communities, preserving its cultural traditions, and advocating for the rights and welfare of its people.

His leadership will also focus on enhancing collaboration between traditional authorities and the national government, particularly in areas of rural development and education.

The appointment of Chief Dowah has been met with widespread approval across Liberia, with many viewing it as a positive step towards strengthening the role of traditional governance in the country’s socio-political landscape.

President Joseph Nyuma Boakai has formally inducted Chief Dowah into office in a ceremony in Monrovia on August 11, where the new leadership of the National Council of Chiefs, along with newly elected officials from the Superintendent and Mayor Councils, will be officially inaugurated.
