‘Land is Life,’ Liberia Land Authority Unveils New Deed Form to Enhance Land Governance

Monrovia, Liberia — The Liberia Land Authority (LLA) has officially launched a new “Deed Form” aimed at bolstering land governance and administration within the country.

This initiative, according to LLA, is part of its ongoing commitment to transparency in adjudication processes, formalization of customary lands, and the delivery of effective land services that facilitate adequate revenue generation.


During the launch, on Thursday, July 31, 2025, in Monrovia, the Board of Commissioners introduced several guidelines integral to the new D-4 form, including the Temporary Occupancy Permit (previously known as squatter’s rights), interim guidelines for validating travel certificates, and protocols for the sale and lease of public land. Additionally, LLA noted that a fee regime for land-related services and fines was outlined, as well as regulations for implementing the Land Rights Act of 2018 and associated Liberia Land Rights Act regulations.


The management of the Liberia Land Authority further emphasized its dedication to implementing transformative initiatives that will protect women’s land rights and the rights of persons with disabilities. They reinforced the notion that sound land governance is essential to successful land reform, aiming to nurture a more equitable and sustainable land development framework for the nation.


Reflecting on the establishment of the LLA in 2016 and the passage of the Land Rights Act in 2018, LLA officials reminded staff of the significant advancements these landmark legislations have brought to land governance in Liberia. The Authority urged continued focus on land rights and property rights issues, stressing the importance of hard work, transparency, accountability, and integrity among the staff.


In addressing the public, the LLA management assured citizens that they would conduct extensive public awareness campaigns to ensure a thorough understanding of their rights, roles, and responsibilities regarding land issues. The LLA reiterated its commitment to serve the community effectively.


Furthermore, the LLA appealed to national partners and the government, highlighting that “land is life” and urging them to reassess their support for the Liberian land sector. They emphasized that collaborative efforts are crucial for safeguarding peace and security in Liberia.


The event was attended by Township Commissioners and a host of other high-profile officials from the Liberia Land Sector, marking a significant step forward in land administration and governance.
