LNP Cracks Down on Misconduct—Over a Dozen Officers Disciplined Following PSD Report

The Liberia National Police (LNP) has taken disciplinary actions against several officers, including suspensions, dismissals, and reassignments, following an investigative report by the Professional Standards Department (PSD).

The disciplinary measures, carried out between June and July 2025, stem from serious breaches of professional conduct, dereliction of duty, and noncompliance with internal policies and regulations.

According to an official statement signed by Deputy Chief of Police Cecelia G. Clarke, the actions reflect the LNP’s firm commitment to professionalism, transparency, and the restoration of public trust in the force.

Key Disciplinary Actions
Senior Officers Sanctioned

Superintendent Henderick Kanakpai, assigned to the Insurance Unit, has been indefinitely suspended with salary deduction for multiple infractions, including negligence and failure to account for death claim cheques issued to the families of two deceased officers.

His actions were in violation of several sections of the LNP Duty Manual and Administrative Instructions.

Chief Inspector Patrick S. Sendolo has been relieved of his post and suspended for three months without pay after allegedly ordering the unauthorized release of a burglary suspect linked to the Joma Business Center case in Bong County.

Superintendent James K. Kartoe and Chief Superintendent Forster F. Varney each received a one-month suspension without pay for neglect of duty and inadequate supervision of subordinates.

Deputy Chief of Police Amos Williams and Chief Inspector Marcus Zorleh were indefinitely suspended for failing to cooperate with a PSD investigation into personal debt owed to a fellow officer.

Their reinstatement is contingent upon full repayment and cooperation with authorities.

Frontline Officers Disciplined

Patrolmen Bradford S. Kemokaid and Isaac O. Williams, of the Police Support Unit, was indefinitely suspended with salary deduction after failing to account for a seized Bajaj motorbike.

The officers may also be required to provide restitution.

Patrolmen Albert Forkpah, John Forkpah, and Howard N. Brown received two-week suspensions without pay for failure to follow protocol in processing a burglary suspect.

Patrol woman Miriam B. Cole, assigned to the Gender Section, was indefinitely suspended with salary deduction for failing to produce a suspect involved in a USD 6,000 theft case.

Her supervisor, Inspector Rufus K. Smith, was issued an official admonition for allowing her to guarantee the suspect’s release.

Patrolman Teddy R.C. Boulner, stationed at the Salem Depot, was dismissed from the LNP for the unlawful arrest and conversion of a civilian’s motorbike, along with the theft of USD 50.

The PSD found his actions constituted abuse of authority and harassment of a civilian.

Reinstatement After Restitution

Chief Inspector Peter M. Wogbeh was reinstated following full restitution in a theft case and compliance with PSD directives.

Wogbeh reimbursed USD 1,250 to the complainant, verified through official receipts.

A Message from the LNP

The LNP reiterated its zero-tolerance stance on misconduct and reaffirmed its dedication to maintaining high ethical standards across the force.

Officers found in violation of the LNP Duty Manual, Administrative Instructions, and the LNP Act of 2015 will be held accountable through appropriate administrative actions,” the official statement emphasized.

The LNP called on all officers to uphold the principles of discipline, transparency, and integrity as it continues its reform efforts aimed at strengthening public trust.
