Rep. Noah Calls for Probe into Liberia–Guinea Rail Deal Compliance

Sinoe County District #3 Representative, Hon. Alex S. Noah, has urged the House of Representatives to investigate the recently signed Concession and Access Agreement (CAA) between the Government of Liberia and Ivanhoe Liberia (HPX/SMFG), warning that it may violate provisions of the Liberia–Guinea Implementation Agreement.

In a communication to Speaker Richard Nagbe Koon, Rep. Noah stressed the need to verify whether all procedural and institutional requirements under the 2019 Implementation Agreement—ratified in May 2021—were followed before signing the new cross-border concession.

He cited treaty articles requiring joint review of all Requests for Access by the Monitoring and Inter-Ministerial Committees, submission of reports to both governments, and adherence to defined timelines.

Failure to comply, he warned, could undermine Liberia’s credibility and strain diplomatic relations with Guinea.

Rep. Noah asked that the Committees on Lands, Mines & Energy, Foreign Affairs, Transportation, and Judiciary obtain documentary evidence showing that the mandated bodies were duly engaged during the appraisal process.

Following plenary discussions, the House referred the matter to the Committees on Investment & Concessions (lead), Judiciary, and Transport, with instructions to report back within two weeks.
