The Plenary of the House of Representatives has mandated a Joint Committee, led by the Committee on Investment and Concessions, alongside the Committees on Lands, Mines and Energy, Public Accounts, and Hydrocarbon, to conduct a comprehensive probe into the financial and operational activities of Bea Mountain Mining Corporation (BMMC).
The decision follows a communication from Nimba County Electoral District #5 Representative, Kortor S. Kwagrue, who raised serious technical and financial concerns regarding the company’s compliance with its concession agreement with the Government of Liberia.
Representative Kwagrue urged Plenary to exercise its oversight responsibility by inviting the management of BMMC to provide full disclosure and clarity on its operations, ensuring transparency, accountability, and the protection of national interests.
The Joint Committee’s investigation will focus on three key areas:
Corporate Income Tax Payments:
A review of BMMC’s corporate income tax contributions over the past three fiscal years, including verification with records from the Liberia Revenue Authority.
Corporate Social Responsibility (CSR):
An assessment of the company’s social investments in affected communities, detailing projects, financial commitments, beneficiaries, and implementation status.
Compliance with the 2023 Concession Agreement:
A comprehensive evaluation of BMMC’s adherence to its contractual obligations, including financial responsibilities, environmental standards, community development provisions, and statutory reporting requirements.
Representative Kwagrue emphasized the national significance of the probe, noting the importance of ensuring that Liberia derives maximum benefit from its natural resources while upholding transparency and accountability.
The House of Representatives reaffirmed its commitment to strengthening legislative oversight within the concessions sector as a means of promoting public trust and advancing equitable national development.
The Joint Committee has been instructed to report its findings and recommendations within a timeframe to be determined by Plenary.
