EU, Germany, LAA Launch €8.6M Aviation Safety Upgrade at RIA

MARGIBI COUNTY, Liberia — The European Union (EU), the Federal Republic of Germany and the Liberia Airport Authority (LAA) have launched an €8.6 million aviation safety and infrastructure project aimed at modernizing Roberts International Airport (RIA) and strengthening Liberia’s position in regional aviation.

The initiative is funded by a €7.8 million contribution from the European Union and €800,000 from Germany and will be implemented by the German Development Agency (GIZ).

The project, known as the Liberia Aviation Action, was officially launched on Friday, October 30, 2026, at Roberts International Airport, bringing together representatives of the Ministry of Transport, Liberia Civil Aviation Authority, LAA management and staff, EU Member States and other aviation stakeholders.

The investment is expected to modernize critical airport systems and improve compliance with international aviation safety standards established by the International Civil Aviation Organization (ICAO).

Major interventions under the project include the installation of modern runway and taxiway lighting systems, improvements in air traffic control, communications and navigation equipment, strengthened power supply and backup systems, enhanced security screening and wildlife control, and the procurement of firefighting vehicles, rescue equipment, ambulances and emergency medical response tools.

Speaking at the launch, Dr. Tobias Thiel, Director of GIZ African Union, described the initiative as a flagship investment under the EU’s Global Gateway Strategy.

“This was a joint feat of strength. Together, with the support of the European Union, we are proud to bring this important infrastructure project to life,” Dr. Thiel said.

He disclosed that the project is currently in its inception phase through the end of November, during which technical feasibility studies and implementation priorities will be finalized.

The project will be implemented under three major pillars: Safety and Emergency Equipment; Infrastructure Rehabilitation and Upgrading; and Operational Capacity and Maintenance Systems.

The first pillar focuses on upgrading airfield lighting, critical power systems, communications, wildlife management and security screening, while also providing modern fire trucks, ambulances and medical equipment.

The second pillar includes soil and geotechnical investigations, engineering designs and rehabilitation works on airport aprons, taxiways, perimeter fencing and access-control systems.

Under the third pillar, the project will strengthen institutional capacity through airport-specific Standard Operating Procedures (SOPs), specialized staff training and emergency preparedness exercises.

Gilles Matayron, Chargé d’Affaires of the EU Delegation to Liberia, described the initiative as an investment that goes beyond physical infrastructure.

“Roberts International Airport is much more than an airport. It is Liberia’s gateway to trade, investment, mobility, and regional cooperation. Safe and reliable air transport is essential for economic opportunity and business confidence,” Matayron said.

He added that the project demonstrates that connectivity is not only about building infrastructure but also ensuring that it is safe, resilient and prepared for the future.

Delivering the keynote address, Transport Minister Sirleaf Tyler praised the EU and German governments for supporting Liberia’s aviation sector.

“This investment represents a strong commitment to Liberia’s aviation safety, infrastructure development, and economic transformation. Roberts International Airport is a strategic gateway for economic growth, international trade, tourism, and national prosperity,” the Minister stated.

He reaffirmed the Government of Liberia’s commitment to transparency, accountability and the development of a modern aviation sector capable of meeting international standards.

Speaking on behalf of the Liberia Airport Authority, Deputy Managing Director for Administration John Z. Buway expressed appreciation to the Government of Liberia, the European Union, Germany and GIZ for supporting the initiative.

Buway highlighted ongoing reforms at the LAA, including efforts to achieve Category 9 firefighting capability, the acquisition of new firefighting equipment, upgrades to navigational aids and continued staff capacity-building programs.

He called for transparency, accountability and collaboration during the implementation of the project and urged increased investment in Liberia’s aviation sector, stressing its importance to trade, tourism, economic growth and regional integration.

Buway said the LAA remains committed to responsible stewardship and institutional excellence as it works toward positioning Liberia as a leading aviation hub in West Africa.

The EU-Germany-LAA partnership is expected to significantly improve operational safety at Roberts International Airport, particularly during night operations and adverse weather conditions.

With improved infrastructure, enhanced emergency response capabilities and strengthened operational systems, the €8.6 million initiative marks another major step in Liberia’s efforts to develop a safer, more reliable and competitive aviation sector.
