AG Jackson Attends Global Audit Summit on SAI Independence

Auditor General P. Garswa Jackson of Liberia was recently invited to Paris, France, to participate in a groundbreaking event led by the International Organization of Supreme Audit Institutions (INTOSAI).

As one of six Auditors General selected globally, Jackson attended a pivotal meeting from January 27 to January 29, 2025, to conceptualize and operationalize the inaugural “SAI Independence Global Project.”

In his official remarks posted on Facebook, Jackson highlighted the importance of the event, which brought together top audit leaders from countries such as Jamaica, Jordan, Morocco, Paraguay, and Spain.

The gathering focused on advancing discussions that would strengthen the independence of Supreme Audit Institutions (SAIs) worldwide. Following the Paris meeting, the six participating countries will host in-country visits from INTOSAI leadership and its partners to meet with key government and non-governmental stakeholders.

These visits will explore the unique contexts of each country and facilitate critical discussions aimed at achieving the full operationalization of SAI independence, aligned with INTOSAI’s Mexico Declaration.

Jackson noted that Liberia’s country visit is scheduled between March and April 2025. This visit presents a significant opportunity for Liberia to demonstrate its commitment to transparency and anti-corruption efforts.

The Liberian government plans to showcase its Anti-Corruption Agenda to some of the world’s most influential anti-corruption organizations and institutions, ensuring that the current administration’s commitment to good governance remains a top priority.

The global initiative, spearheaded by INTOSAI in collaboration with the Organization for Economic Co-operation and Development (OECD), the Swiss State Secretariat for Economic Affairs (SECO), the General Court of Audit of Saudi Arabia, and the United States Government Accountability Office, aims to bring lasting change to how Supreme Audit Institutions operate globally.

The project focuses on the informal factors that shape the effectiveness and independence of these institutions and will work toward establishing a new approach to advocating for SAI independence.

This ambitious global project, launched in early 2024, seeks to address the underlying challenges and barriers that hinder the full implementation of INTOSAI’s Mexico Declaration principles. Through collaboration, the initiative will create resources and products to better advocate for SAI independence and raise global awareness of its importance in fostering good governance and accountability.
