Liberia Achieves Historic 80% EITI Score, Highest Since 2016

Liberia has earned its highest-ever score in the Extractive Industries Transparency Initiative (EITI) Validation, receiving 80% (Very Good) for implementing the 2023 EITI Standard. The decision, announced by the EITI Board on July 21, 2026, marks Liberia’s strongest performance since joining the global transparency initiative.

This is Liberia’s third Validation since 2016, with the country’s performance steadily improving:

  • 2026: 80% (Very Good)
  • 2022: 75.5%
  • 2016: Minimum Performance (50–64%)

The EITI Board praised Liberia for strengthening transparency and accountability in its mining, oil, and gas sectors, highlighting the government’s commitment to aligning extractive sector reforms with national development priorities under both the Pro-Poor Agenda for Prosperity and Development (PAPD) and the ARREST Agenda for Inclusive Development.

The Board also commended the Liberia Extractive Industries Transparency Initiative (LEITI) for expanding outreach to youth, women, and mining communities, improving access to extractive sector data through its Data Warehouse, strengthening contract transparency, and advancing beneficial ownership reforms, including efforts to establish a digital public register.

The Validation found Liberia achieved:

  • Leading performance on one requirement.
  • Very Good performance on 10 requirements.
  • Good performance on 11 requirements.
  • Limited performance on four requirements.
  • Poor performance on one requirement.

While celebrating the achievement, the EITI Board identified 16 corrective actions that Liberia must address before its next Validation in 2030. These include improving data quality, production and export reporting, beneficial ownership disclosures, revenue management, environmental and social reporting, and strengthening oversight of the National Oil Company of Liberia (NOCAL).

According to the EITI, countries with strong Validation scores attract greater investor confidence, strengthen domestic revenue collection, reduce corruption risks, and improve public trust by ensuring greater transparency in the management of natural resources.

The historic 80% score represents Liberia’s best performance since 2016 and reflects years of sustained reforms in extractive sector governance. The achievement has also been credited to the leadership and technical work of the Liberia Extractive Industries Transparency Initiative (LEITI), headed by Jeffrey N. Yates, alongside the continued support of the Government of Liberia under President Joseph Nyuma Boakai.
