The Liberia National Police has charged former Crime Services Commissioner Johnny Bolar Dean with allegedly accepting US$10,000 to influence an investigation into a reported US$317 million drug-trafficking case, according to a police charge sheet dated September 1, 2026.
Dean is charged with criminal conspiracy, bribery, tampering with a criminal investigation and obstruction of government functions by a public servant.
The charges follow an investigation by a Special Investigative Team headed by Assistant Commissioner of Police Harold T. Jones.
According to the charge sheet, Dean received the money from Stephanie Fefe Mensah while her “boss-man,” Edison Brown, and alleged accomplice Alpha Bah were under investigation in connection with the drug case.
Police allege that the payment was intended to influence the investigative process.
Dean acknowledged receiving the US$10,000 but told investigators that Mensah gave him the money for safekeeping, the charge sheet says. He also described Mensah as his lover. Police say the money was subsequently recovered from Dean.
Investigators further allege that Dean disclosed confidential information about the investigation to Mensah, including that Brown had been arrested in connection with the drug case.
The charge sheet states that Dean “used his official position to frustrate the investigation” and failed to perform duties required of him as a public official.
The case originated with an administrative investigation by the Professional Standard Division of the Liberia National Police.
The charge sheet says Dean and Mensah were transferred to the Crime Services Department on August 18, 2026, following that inquiry, prompting the subsequent criminal investigation.
The police document identifies Mensah, Brown and Mohammed Juldeh Bah as accomplices or co-defendants and refers to Alpha Bah in connection with the underlying drug investigation.
The alleged offense is listed as having occurred on July 21, 2026, at Liberia National Police headquarters in Montserrado County. The charge sheet does not record an arrest date.
The allegations have not been adjudicated by a court. Dean is presumed innocent unless and until the prosecution proves the charges beyond the applicable legal standard.
