Monrovia – In a gesture reflecting his administration’s commitment to justice and second chances, President Joseph Nyuma Boakai has granted clemency to 38 inmates across Liberia. This decision, announced through a press release issued by the Executive Mansion on Tuesday, December 24, 2024, underscores the President’s dedication to fairness, rehabilitation, and the humane treatment of incarcerated individuals.
The clemency decision is grounded in the President’s constitutional authority as outlined in Chapter 6, Article 59 of the 1986 Liberian Constitution. Presidential Press Secretary Kula Bonah Nyei Fofana, in the statement, emphasized that the selection process was rigorous, reflecting the administration’s commitment to due diligence and equity.
The pardoned inmates include 37 Liberian nationals and one foreign national of Chinese descent. Of the total, 37 are men, and one is a woman. These individuals were convicted of non-capital and non-sexual offenses, ensuring that the clemency aligns with public safety and moral accountability.
Key criteria were applied during the selection process. Priority was given to inmates who had served more than half of their sentences, those who completed their terms but were unable to fulfill minor restitution obligations, elderly individuals, and those suffering from terminal illnesses. Furthermore, only inmates who demonstrated exemplary behavior during their incarceration were considered.
Notably, individuals convicted of capital offenses or other serious crimes were excluded from this year’s clemency. The decision reflects a balance between compassion and the need to maintain accountability within the justice system.
More than half of the pardoned inmates were serving their sentences at Monrovia Central Prison, while the others were distributed among correctional facilities across Liberia. The move not only alleviates overcrowding in the prison system but also underscores the administration’s belief in rehabilitation and reintegration.
President Boakai reiterated his faith in the power of redemption, emphasizing that society thrives when individuals are given opportunities to reform and contribute positively. “This decision is not just about releasing inmates but about restoring hope and dignity,” the President noted.
The President also assured Liberians that his administration remains resolute in its commitment to strengthening the nation’s justice system. He highlighted ongoing efforts to ensure the system is fair, humane, and inclusive, addressing the root causes of crime and promoting opportunities for societal reintegration.
