VP Koung Leads High-Level Energy Forum in Nimba

Vice President Jeremiah Kpan Koung has emphasized the urgent need for collective action to resolve Liberia’s longstanding electricity challenges, calling for a shift from discussions to practical solutions.

Addressing stakeholders at the National Energy Sector Coordination Retreat in Ganta, Nimba County, on Saturday, February 8, 2025, Koung stressed that Liberia must prioritize implementing policies that will lead to a stable and efficient power sector. He noted that while numerous reports have outlined the nation’s energy problems, concrete actions are lacking.

The two-day retreat has gathered government officials, energy experts, and private sector representatives to formulate strategies to improve electricity generation and distribution nationwide. Participants are deliberating on investment opportunities, regulatory frameworks, and potential partnerships to strengthen the sector.

Koung pointed to privatization as a viable option, urging policymakers to consider partnerships to ensure reliable electricity for Liberians. He praised Jungle Energy Power for maintaining stable electricity in Nimba County since 2015, adding that the company has minimized power outages except in natural disruptions.

Electricity theft remains a significant obstacle, and Koung expressed concern over the involvement of some employees within the Liberia Electricity Corporation in illegal activities that undermine service delivery. He called for accountability and stricter measures to curb the issue, emphasizing that Liberia must fully own its energy future.

As part of the discussions, stakeholders are exploring long-term energy solutions that align with the government’s ARREST Agenda for Inclusive Development. The forum also focuses on transitioning the country toward sustainable energy sources while addressing infrastructure and policy enforcement gaps.

Government institutions leading the dialogue include the Ministry of Mines and Energy, the Liberia Electricity Corporation, the Rural and Renewable Energy Agency, the Liberia Electricity Regulatory Commission, and the Environmental Protection Agency. These agencies are working to develop a comprehensive four-year energy strategy.

The discussions come on the heels of President Joseph Nyuma Boakai’s recent decision to strengthen energy sector reforms through Executive Order No. 137, which modifies a previous order to enhance oversight and implementation of key energy projects. Koung has been tasked with heading a high-level steering committee to drive these initiatives forward.

The projects under the government’s renewed focus are the St. Paul River 2nd Hydropower Plant and the Solar Independent Power Producer initiative. These efforts aim to expand Liberia’s renewable energy capacity and reduce reliance on costly fossil fuel imports.

Koung reassured stakeholders that the government is committed to tackling the electricity crisis and delivering long-term solutions. He urged all sectors to contribute, stressing that sustainable energy development is crucial for national progress.
