House Summons Finance, Education, Health, and Civil Service Officials Over Delayed Salaries

The Plenary of the House of Representatives has officially summoned the Ministry of Finance and Development Planning (MFDP), Ministry of Education (MOE), Ministry of Health (MOH), and the Civil Service Agency (CSA) to appear next Thursday to address concerns affecting Liberia’s education and health sectors.

The action follows a request by Maryland County Electoral District #2 Representative Hon. Anthony F. Williams, who sought explanations for the prolonged delays in payment of teachers’ salaries-particularly the United States Dollar (USD) portion-and requested clarity on the status of volunteer teachers, nurses, and doctors included on the government payroll for Fiscal Year 2025/2026.

In his communication, Rep. Williams urged the House to invite the Director-General of the Civil Service Agency, the Minister of Finance, the Minister of Education, and the Minister of Health, along with their principal deputies and controllers, to provide detailed answers on the issues at the earliest possible sitting.

According to the lawmaker, many teachers, particularly in Maryland County, have not received the USD portion of their salaries since October 2025, causing financial hardship and impacting their ability to meet family and professional obligations.

The communication also seeks updated information on the number of volunteer teachers, nurses, and doctors added to the government payroll in 2025 and 2026, as well as those still pending inclusion.

Rep. Williams emphasized that delays in salary payments risk undermining teacher morale, classroom performance, healthcare delivery, and the overall quality of public services-especially at a time when the government has pledged to strengthen education and health sectors.

To ensure transparency and accountability, the lawmaker requested that MOE, MOH, and CSA present detailed data on all volunteer personnel, including names, assigned schools or health facilities, and payroll inclusion dates.

Plenary members noted the urgency of the matter, stating that the appearance of officials will allow the House to ascertain the facts, identify challenges, and recommend measures to protect the welfare of teachers and healthcare workers while safeguarding the integrity of Liberia’s national payroll.
