Activist Norris Johnson Questions Delay in ELWA-RIA Highway Project

Liberian-American activist Norris Johnson has criticized successive Liberian governments over the prolonged delay in completing the ELWA to Roberts International Airport (RIA) Highway, describing the project as a “national symbol of delay, frustration, and unanswered questions.”

In a strong public statement on Sunday, Johnson questioned why the major highway linking Monrovia to the country’s main international airport has remained unfinished through multiple administrations.

“How many presidents will it take to complete one highway?” Johnson asked, while expressing concern over accidents, traffic congestion, flooding, and dust affecting commuters along the corridor.

He said the road serves as Liberia’s gateway and should reflect national development and seriousness to investors, diplomats, and visitors entering the country.

Johnson further accused successive governments of repeatedly announcing and politicizing the project without delivering timely results. He questioned whether the project had become “elephant meat” for various administrations, claiming that each government continues to inherit and repackage the highway project while ordinary citizens suffer.

The activist also pointed to infrastructure developments in countries including Rwanda, Côte d’Ivoire, Kenya, and Morocco as examples of efficient road construction and project management.

According to Johnson, Liberia must adopt stricter timelines, transparent budgeting, contractor accountability, public progress reports, and independent oversight for major infrastructure projects.
He urged the government to provide honest explanations regarding funding challenges, contractor performance, or alleged corruption linked to the project.

“The Liberian people do not need another launch,” Johnson stated. “The Liberian people need results.”
