ZWEDRU, Grand Gedeh County – Fresh allegations of financial mismanagement have been leveled against Alex C. Grant and Philiph Joh following claims surrounding expenditures disclosed in the county’s 2025 Budget Performance Report.
The allegations, raised by Watson chelley after reviewing the report submitted to the County Council on January 31, 2026, question the transparency and accountability of county spending, particularly funds allocated to sports activities and an ongoing fencing project at the County Administrative Building.
According to the report, a total of US$93,962 was spent on Grand Gedeh’s county team during the 2024/2025 County Meet. He argues that the reported expenditure does not reflect the conditions experienced by players during the tournament.
Among the concerns raised are allegations that players reportedly struggled with food, lacked adequate hostel accommodations, and did not consistently receive daily subsistence allowances (DSA), despite the substantial amount reportedly spent.
The critic questioned how nearly US$94,000 could have been expended without a detailed public accounting of how the funds were used, calling for county authorities to provide a comprehensive financial report.
The allegations also reference another item in the same Budget Performance Report involving a contract awarded to FESU for the construction of a fence around the County Administrative Building.
According to the report, the company reportedly received US$79,640 in 2025, with an outstanding balance of US$118,360 remaining to complete the project.
The critic questioned whether the current level of work at the Administrative Building justifies the reported payments and urged residents to closely examine the progress of the project.
Attention was also drawn to the county’s financial management structure, noting that Superintendent Alex C. Grant and County Financial Officer Philiph Joh are the two authorized signatories to the county account.
Mr chelley alleged that stronger oversight and transparency are needed to ensure public funds are managed responsibly.
The allegations further accuse county authorities of demanding accountability from other institutions while allegedly failing to provide detailed reports on county expenditures.
Predicated on concerns raised by a prominent son of Grand Gedeh County regarding the 2025 Budget Performance Report, County Financial Officer Philiph Joh has been summoned to appear before the County Council today, Thursday, July 9, 2026, to provide clarity and a detailed breakdown of the reported expenditures to the public.
