Monrovia, Liberia – The Liberia Anti-Corruption Commission (LACC) has secured a Court order from the First Judicial Circuit, Criminal Court “C” for Montserrado County, authorizing the arrest of two senior officials of the National Insurance Company of Liberia (NICOL) and the search and seizure of their respective properties in connection with ongoing criminal proceedings.
The order, issued under the authority of the Criminal Court “C” for Montserrado County, named Mr. Nortu A. Jappah, Managing Director of the National Insurance Company, and Ms. Charlotte Kpanah, Comptroller of NICOL, as defendants/respondents in proceedings brought by the Republic of Liberia by and through the Liberia Anti-Corruption Commission.
According to the court documents, the defendants are facing allegations involving Economic Sabotage, including fraud on the Internal Revenue of Liberia, misuse of public money or records, and theft and/or illegal disbursement or expenditure of public money; Theft of Property; and Criminal Conspiracy.
In a Writ of Search and Seizure issued on September 10, 2026, the Criminal Court “C” commanded the Sheriff of Montserrado County or his deputy to enter the premises of the named defendants in Monrovia and conduct the authorized search.
The court instructed the Sheriff to endorse an official return on the writ indicating the manner and form in which the order was served.
Court Also Issues Writ of Ne Exeat Republica
The court has also issued a Writ of Ne Exeat Republica against the two defendants.
The writ states that an application was filed before the court alleging that the respondents were about to leave the territorial jurisdiction of the Republic of Liberia for foreign destinations. Following consideration of the application, the assigned judge ordered that the writ be issued.
Under the order, the Sheriff of Montserrado County or his deputy is commanded to arrest the defendants upon any attempt to leave the territorial jurisdiction of Liberia and bring them before the court.
The writ further provides that, where the respondents cannot provide bail approved by the court, they are to be committed to the Common Jail of Montserrado County until such bail and security are filed.
