“You are hereby commanded to: attach and take possession and custody of all identifiable properties and/or assets of Representative Richard Nagbe Koon, of District 11 of Montserrado County, Defendant, in the above entitled cause of action, including monies, vehicles, equipment, and any other assets situated and lying in the Republic of Liberia, to the total value of US$38,500,” His Honor James E. The Montserrado County Debt Court has issued a writ of attachment against Majority Bloc Speaker Richard Nagbe Koon, ordering the seizure of his assets over an unpaid debt of $38,500.
The court action follows a complaint filed by Madam Cecelia Kpor Koon of Brewerville City, who, through her Attorney-in-Fact Melvin A. Dunn, is seeking repayment from Koon. The writ, signed by Judge James E. Jones, mandates the confiscation of all identifiable assets belonging to Koon, including cash, vehicles, equipment, and other valuables within Liberia, to cover the debt.
Should the seized assets fall short of the required amount, the court has further directed that Koon be arrested and detained until the debt is settled. The order assigns Acting Sheriff Emmanuel C. Bowen to execute the attachment immediately and to submit a report on the execution by April 10, 2025.
The legal action has intensified a dispute between Representative Koon and Madam Kpor Koon, which has now attracted widespread public attention due to Koon’s status as a sitting lawmaker representing Montserrado County’s District 11.
Koon’s legal team has not yet issued a public statement regarding the court order. It remains uncertain whether he will settle the debt before the deadline or if the case will escalate further.
