Monrovia, Liberia–In a major step toward strengthening compliance and accountability in the nation’s energy sector, the Board of Commissioners (BoC) of the Liberia Electricity Regulatory Commission (LERC) has officially approved the Penalties Regulations.
The move is intended to enforce regulatory standards and improve service delivery within the electricity industry.
The newly approved regulations, grounded in the 2015 Electricity Law of Liberia (ELL), establish a transparent and enforceable framework for addressing violations by licensed operators and other electricity sector participants.
According to the Commission, the regulations will help ensure a reliable, efficient, and safe electricity supply across the country.
Hon. Claude J. Katta, Chairman of the Board of Commissioners, highlighted the significance of the move.
“The adoption of the Penalties Regulations empowers the Commission to take timely and appropriate action against infractions, thereby upholding the integrity of the electricity regulatory landscape,” Katta stated. “The Commission is committed to enforcing standards that encourage responsible behavior, protect consumer interests, and foster a fair business environment.”
The regulation outlines the procedures and mechanisms for imposing administrative penalties in cases of non-compliance, whether for single infractions or repeated violations.
It aims to create a predictable enforcement environment for operators while ensuring regulatory obligations are met.
LERC noted that the regulation was developed through a consultative and inclusive process, engaging input from key stakeholders, including licensed electricity operators.
This collaborative approach, the Commission says, ensures that the regulation is not only effective but also aligned with international best practices in utility governance.
