‎Liberia Reviews MCC Eligibility Framework at Validation Retreat in Ganta

‎GANTA, NIMBA COUNTY — The Ministry of Finance and Development Planning, in collaboration with the Millennium Challenge Corporation (MCC) Eligibility Office and the Eligibility Working Group, has convened a three-day Framework Validation Retreat in Ganta, Nimba County, to review and validate the framework guiding Liberia’s eligibility for MCC assistance.
‎
‎Speaking at the retreat, Joe Salbie, Assistant Program Management Officer at the Ministry of Finance and Development Planning, provided a historical overview of the MCC process, highlighting Liberia’s journey toward meeting the institution’s eligibility requirements and securing development assistance from the United States government.
‎
‎Salbie explained that the MCC was established in 2004 under the administration of former U.S. President George W. Bush as an approach to development assistance that emphasizes good governance, economic freedom, investment in people, and policies that promote sustainable economic growth.
‎
‎He noted that the initiative was designed to encourage countries to implement reforms that improve the living conditions of their citizens while contributing to broader economic development.
‎
‎According to Salbie, Liberia’s engagement with the MCC process emerged against the backdrop of the country’s recovery from years of civil conflict, which left its institutions and economy severely weakened.
‎
‎He recounted that Liberia subsequently undertook governance and institutional reforms as part of efforts to meet international development standards and qualify for MCC assistance.
‎
‎Salbie also discussed the challenges Liberia encountered in meeting the MCC’s eligibility indicators, explaining that the country’s progress required sustained efforts to improve its performance across key policy areas.
‎
‎He emphasized that the MCC eligibility process should not be viewed solely as a means of obtaining financial assistance but also as a framework for assessing national development priorities and strengthening public institutions.
‎
‎According to him, the MCC indicators cover critical areas, including good governance, economic freedom, and investments in people, providing a basis for governments to identify policy gaps and prioritize reforms.
‎
‎He urged participants at the retreat to take ownership of the validation process and ensure that the framework reflects Liberia’s development needs and policy priorities.
‎
‎Salbie further stressed the importance of collective participation, noting that government institutions and other stakeholders must work together to sustain the country’s eligibility efforts and translate policy improvements into tangible benefits for citizens.
‎
‎He encouraged participants to study the indicators carefully and use them as a practical guide for improving governance, strengthening institutions, and promoting inclusive economic development.
‎
‎The Framework Validation Retreat brings together representatives of the Ministry of Finance and Development Planning, the MCC Eligibility Office, and the Eligibility Working Group to examine and validate the framework guiding Liberia’s engagement with the MCC eligibility process.
