The Government of Liberia has reinstated the road user permit for Western Cluster Limited, a mining company whose license had been suspended twice including on May 31, 2022, due to unmet project commitments and continued corporate non-compliance. Minister Tweh cited several reasons for the Western Cluster permit’s reinstatement, with the completion of crucial road projects being a primary factor.
The road user permit was temporarily reinstated on August 27, 2024, and the official announcement of its full reinstatement was made by Justice Minister N. Oswald Tweh at the Ministry of Information’s regular press briefing on September 17, 2024.
Minister Tweh cited several reasons for the permit’s reinstatement, with the completion of crucial road projects being a primary factor.
These projects are part of the company’s contractual obligations and are essential for infrastructure development and public accessibility.
“Western Cluster Limited is required to complete these projects, which are critical for improving transportation and connectivity in the affected areas,” Tweh emphasized.
The company had entered into a Memorandum of Understanding (MOU) with the Government of Liberia in April 2022 and received its permit in June 2022 to commence mining operations.
However, delays and failure to meet targets, including progress on road construction and other infrastructure projects, led to the suspension of the permit.
The suspension aimed to enforce compliance with the terms of the agreement, particularly regarding community development and infrastructure improvements tied to their operations.
On September 14, 2024, the Attorney General conducted an inspection of the work completed by Western Cluster Limited and noted that further progress was needed.
With the permit reinstated, the government expects the company to prioritize the completion of the road projects.
Cllr. Tweh also mentioned that Western Cluster has reaffirmed its commitment to fulfilling all obligations and collaborating with local communities to prevent further delays.
The reinstatement of the permit is intended to advance stalled development projects, with the government closely monitoring the company’s progress to ensure compliance and successful completion of its commitments.
Western Cluster Limited, a major player in Liberia’s mining industry, now has the opportunity to rectify previous shortcomings and contribute to the nation’s infrastructure and economic development.
