The Stipendiary Magistrate of the Monrovia City Court His Honor Ben Barco has lifted the travel ban that was imposed on Dr. Vicky Gray, revoking the Writ of Ne Exeat Republica that was issued on June 24, 2026.
Magistrate Barco decision follows an application filed by Dr. Gray’s lawyer, Atty. Jeremiah Samuel Dugbo, I, who argued that his client is not a flight risk and has no intention of leaving Liberia to evade the court’s jurisdiction.
Atty. Dugbo told the court that Dr. Gray is a responsible and respected citizen who is prepared to appear whenever the court requires her presence.
In the order revoking the writ, Court Clerk Abel Kalay stated that the court lifted the restriction because the reason for issuing it no longer exists.
“The Ne Exeat Republica of June 24, 2026, issued by this Honorable Court for the purpose of preventing Co-Defendant Vicky Gray from leaving the bailiwick of the Republic of Liberia, is by order of Court revoked and lifted since, in fact and indeed, the purpose for which the writ was issued no longer exists,”
the order stated in part.
The ruling further noted that: “Vicky Gray is therefore at liberty and free to leave the Republic of Liberia to foreign parts as she wishes.”
With the ruling, Dr. Gray is no longer subject to any travel restrictions and may leave Liberia unless the court issues a new order.
Meanwhile, the case returns to court on Monday at 11:30 a.m. The hearing follows Atty. Dugbo’s request for a preliminary examination of the aggravated assault charge filed against Dr. Gray.
