LTA, NIR, NICOL Launch Groundbreaking Health Insurance Pilot for Vulnerable Citizens

Monrovia, Liberia-The Liberia Telecommunications Authority (LTA), in collaboration with the National Indentification Registry (NIR), and the National Insurance Corporation of Liberia (NICOL) jointly signed a landmark Memorandum of Understanding (MoU) on Tuesday, May 27, 2025, to formally launch a national health insurance scheme targeting Liberia’s most vulnerable populations.

The pilot project, set to begin enrollment on July 1, 2025, aims to provide essential healthcare coverage to 5,000 individuals from marginalized groups.

These include persons with disabilities, unemployed women and youth, unsupported pregnant women, and children involved in street trading.

“This partnership represents more than just policy-it about people. We are committed to ensuring that no one is left behind, especially those who have traditionally had the least access to care,” LTA stated in a release.

LTA in a release issued on Tuesday, said the initiative is not only a step toward inclusive healthcare but also an example of how digital infrastructure can support social protection.

It further stated that the collaboration will rely on digital identification systems provided by NIR to streamline beneficiary verification and data management, while LTA’s technological oversight will ensure secure communication and service delivery.

The LTA, amongst other things emphasized that the pilot will serve as a critical test case for a larger, nationwide rollout.

According to the release, by assessing enrollment processes, service delivery, and beneficiary feedback, the agencies hope to refine and scale the model for broader impact.

“This MoU underscores our shared commitment to digital innovation, social inclusion, and equitable access to essential services.”

If successful, the program could pave the way for a transformative national health insurance policy in Liberia, reshaping access to care for thousands more in need.
