A capacity-building initiative led by the United Nations Conference on Trade and Development (UNCTAD) has enhanced the technical expertise of customs officers at the Liberia Revenue Authority (LRA), as part of ongoing efforts to modernize trade facilitation systems in the country.
Twenty officers from the LRA’s Customs Department were certificated after completing a two-week intensive training on the Automated System for Customs Data (ASYCUDA World), a globally recognized platform for customs administration.
The program brought together newly recruited personnel and experienced officers, focusing on strengthening operational efficiency, system management, and professional competence in customs processes.
According to the LRA, the training is expected to improve revenue collection and streamline trade procedures through the effective use of digital tools.
“This initiative is aimed at equipping our officers with the practical knowledge required to enhance customs operations and support national development priorities,” the LRA said in its release.
The ASYCUDA World system plays a central role in simplifying customs clearance, improving transparency, and enhancing data management within Liberia’s trade ecosystem.
Speaking at the closing ceremony, LRA Commissioner of Customs Saa Saamoi emphasized the importance of applying the knowledge gained. “Practical experience, curiosity, and collaboration are essential to building expertise. You must apply the knowledge gained here to support ongoing reforms to improve service delivery,” he said.
He added that the training aligns with the LRA’s broader strategy to build a skilled and resilient customs workforce capable of advancing both national reforms and regional integration.
UNCTAD Customs Advisor Marjorie Nakato, who facilitated the sessions, encouraged participants to remain committed to continuous learning and collaboration.
“Expertise is built through commitment, consultation, and hands-on experience and I trust your abilities to continue on that path in driving customs modernization,” she noted.
Assistant Commissioner for the Management Information Systems Division, Kollie U. Zayzay, described the initiative as a significant boost to the LRA’s ASYCUDA Functional Team, particularly in strengthening system administration and operational performance.
Project Coordinator Derek A. Hill also characterized the training as a critical step toward improving customs service delivery and advancing trade facilitation reforms.
The certification forms part of sustained collaboration between the LRA and UNCTAD to promote a more efficient, transparent, and technology-driven customs regime in Liberia.
