The Liberian Senate has approved a landmark bill to establish the National Tourism Authority, paving the way for significant advancements in the country’s tourism sector. The move concurs with the House of Representatives’ earlier passage of the legislation.
It aims to separate the Tourism Department from the Ministry of Information, Cultural Affairs, and Tourism (MICAT) and grant it autonomy to oversee, regulate, and promote tourism initiatives across Liberia.
With the Senate’s backing, the bill will now be sent to President Joseph Boakai for signing. Once signed into law, it will formally establish the National Tourism Authority as a standalone entity, a key component of the administration’s ARREST Agenda, which prioritizes Agriculture, Roads, Reconciliation, Education, Sanitation, and Tourism. The initiative underscores the government’s recognition of tourism as a critical economic growth and development driver.
The legislation was introduced by Montserrado County District 17 Representative Bernard Benson Jr., who chairs the House Committee on Information, Broadcasting, Culture, and Tourism. In September 2024, it received unanimous support in the House of Representatives, reflecting widespread agreement on the importance of revitalizing Liberia’s tourism sector.
The National Tourism Authority will develop policies, attract investments, and market Liberia’s rich cultural and natural assets globally. The agency is expected to play a central role in unlocking the untapped potential of Liberia’s historical landmarks, pristine beaches, rainforests, and cultural heritage, positioning the country as a premier destination in West Africa.
Tourism is a key economic driver globally, generating significant revenue for countries such as Kenya, South Africa, and Ghana. These nations have leveraged tourism to create jobs, enhance infrastructure, and boost international recognition. Liberia, with its diverse attractions like Sapo National Park, Mount Nimba, Lake Piso, and Robertsport’s beaches, stands to benefit immensely from similar strategic efforts.
Establishing the National Tourism Authority is anticipated to bring tangible benefits to Liberia’s economy. The tourism sector could generate significant revenue to support education, healthcare, and infrastructure development by attracting international visitors and investors. Additionally, the sector can potentially create thousands of jobs in industries such as hospitality, transportation, and guided tours, particularly for youth.
Improved infrastructure is another anticipated outcome of increased tourism activity. Investments in transportation, energy, and communications to support the industry would benefit tourists and local communities, enhancing overall quality of life. Furthermore, creating hotels, resorts, and other facilities could stimulate private investment, further driving economic growth.
Despite the immense potential, challenges remain. Infrastructure deficits, limited marketing efforts, and a lack of trained personnel have long hampered Liberia’s tourism sector. The establishment of a dedicated authority, however, is expected to address these issues systematically, creating an organized framework to tackle obstacles and implement solutions.
Sustainable tourism will also be a key focus. To ensure the sector benefits local communities, the government aims to promote community-based tourism initiatives that preserve cultural traditions and protect the environment. By involving local stakeholders in planning and decision-making processes, the National Tourism Authority will work to create a model that is both inclusive and environmentally conscious.
The passage of this bill represents a pivotal step in Liberia’s economic transformation. It will be a significant milestone for the Boakai administration if signed into law, offering a foundation for a thriving tourism industry. Liberia has the resources and attractions needed to succeed in the global tourism market; with the right policies, investments, and collective will, the country can harness its potential to generate jobs, attract investments, and showcase its rich heritage to the world.
