NEC Declares MDR’s Koetor S. Kwaglue Winner of Nimba District #5 By-Election

‎The National Elections Commission (NEC) has officially declared Koetor S. Kwaglue, candidate of the Movement for Democracy and Reconstruction (MDR), as the winner of the recently concluded by-election in Electoral District #5, Nimba County.

‎Kwaglue emerged victorious with 4,795 votes, representing 31.39% of the total valid votes cast. His closest competitor, Borries Barlea, an independent candidate, received 3,938 votes, amounting to 25.78%.

‎The final results were announced Wednesday, August 13, 2025, at the NEC’s magisterial office in Sanniquellie, confirming earlier projections that had placed Kwaglue ahead following unofficial tallies from polling centers across the district.

‎A Closely Watched Contest

‎The August 12 by-election was held to fill the House of Representatives seat left vacant by Senator Samuel G. Kogar, who was elected to the Liberian Senate earlier this year, succeeding the late Senator Prince Y. Johnson.

‎Kwaglue, a relatively new face on the national political stage but backed strongly by the MDR, was widely perceived as Kogar’s political apprentice ~ but Kogar didn’t formerly support him. His candidacy enjoyed visible support from influential figures within the party, which is known for its strong base in Nimba County.

‎Barlea, his closest rival, ran an energetic grassroots campaign and drew significant support from youth and civil society actors. However, he ultimately fell short in securing enough votes to clinch the seat.

‎NEC Commends Peaceful Process

‎The NEC praised the peaceful conduct of the by-election and expressed gratitude to voters, candidates, and security agencies for maintaining order throughout the process.

‎“We commend the people of District #5 for their peaceful participation and their commitment to the democratic process,” said an NEC chairperson Madam Davideatta Browne Lansanah during the results announcement.

‎Observers, including civil society monitors , Media and community leaders, also reported no major incidents of violence or fraud, describing the polls as free, fair, and credible.

‎Kwaglue Pledges Inclusive Leadership

‎Prior to the announcement of the results, Kwaglue thanked voters for the trust placed in him and promised to prioritize unity, development, and transparency.

‎He also thanked his fellow contestants for forming part of the process.

“We are deeply grateful to our people for the trust and confidence you have placed in us. Once again, I wish to thank my fellow contestants and encourage everyone to remain committed to the peace process,” he said after being hinted from his world-room.

‎Significance for the MDR

‎Kwaglue’s win strengthens the political influence of the MDR in Nimba County, a key battleground in Liberian politics. The party, founded by Senator Prince Y. Johnson and once led by the late controversial warlord-turned-politician, has managed to maintain relevance despite internal splits and growing competition.

‎With Kwaglue now representing District #5 in the House of Representatives, the MDR consolidates its position ahead of the 2029 general elections, where political alliances and grassroots support in vote-rich counties like Nimba will be crucial.

‎Looking Ahead

‎As Kwaglue prepares to take his seat in the Legislature, attention now shifts to the role he will play in shaping policy, addressing local development challenges, and responding to the needs of his constituents.

‎Residents of District #5, which includes several rural communities, have long called for improved road infrastructure, access to quality healthcare, education, and economic opportunities. Voters will be watching closely to see how the new representative delivers on his campaign promises.
