Liberia’s Human Rights Record to Undergo UN Review in Geneva

Liberia’s human rights record will come under international scrutiny as the United Nations Human Rights Council’s Universal Periodic Review (UPR) Working Group holds its fourth review of the West African nation.

The session is set to take place from 14:30 to 18:00 (GMT+1) in the Assembly Hall of the Palais des Nations in Geneva and will be broadcast live online.

Liberia is among 14 countries scheduled for review during the UPR Working Group’s session, which runs from 3 to 14 November 2025.

The country’s previous reviews were conducted in November 2010, May 2015, and November 2020.

The UPR is a unique peer-review mechanism that assesses the human rights performance of all 193 UN Member States.

Established in 2008, the process ensures that every State undergoes a review approximately every four and a half years.

During this fourth cycle, countries are expected to report on the progress made in implementing recommendations accepted during earlier reviews and to highlight new developments in human rights protection.

Liberia’s delegation will be headed by Minister of Justice and Attorney General Mr. N. Oswald Tweh, who is expected to present the government’s efforts to strengthen human rights protections and address previous concerns.

Each review is guided by three key documents: a national report prepared by the country under review; findings from UN human rights experts, treaty bodies, and special procedures; and submissions from civil society, national human rights institutions, and regional organizations.

The “troika”, the group of three states assisting in Liberia’s review, will consist of Bangladesh, Bulgaria, and Côte d’Ivoire.

The UPR Working Group is made up of the 47 Member States of the Human Rights Council, though all UN Member and Observer States are invited to participate in the dialogue.

The outcome of the session will include a report summarizing recommendations and observations from the review, which Liberia will have the opportunity to respond to and act upon in the years ahead.
