An investigation by Verity News has obtained a dossier of leaked documents, including checks, a staff resolution, an internal report and letters of complaint to the Liberia Anti-Corruption Commission (LACC) and the Ombudsman, alleging massive corruption, administrative malpractices, misappropriation and clandestine sales of lands involving Managing Director Florence K. Geegbae of the National Housing Authority (NHA).
The documents include a resolution signed by NHA employees and concerned stakeholders calling for an investigation into the leadership and administration of Managing Director Geegbae.
In a July 13, 2026 letter addressed to Grand Cape Mount County Senator Dabah Varbilah, the concerned employees called on the Executive Committee of the Unity Party, the NHA Board and the Ministry of State for Presidential Affairs to look into their complaints.
The employees accused Geegbae of arrogance, abuse of power and management practices they said have negatively affected staff morale and the performance of the institution.
They stressed that their complaint was not intended to interfere with President Joseph Nyuma Boakai’s authority to appoint or dismiss government officials, but rather to draw attention to what they described as serious problems at the housing authority.
“We are not dictating to the President’s mandate,” the employees said, adding that they were seeking his attention to issues they believe could undermine the government’s housing development agenda.
According to the resolution, 70 staff members, representing 63.6 percent of the NHA workforce, signed the document and called for urgent action.
Among the complaints are allegations of intimidation, harassment, threats of dismissal, public humiliation and forced resignation.
The resolution cites May 12, 2026, when employees who reportedly sought information about overdue salary top-ups were allegedly threatened with suspension rather than being given an explanation.
The employees further alleged that some staff members were transferred without proper justification, suspended without being given an opportunity to respond, and subjected to delays or withholding of benefits.
The resolution also raises allegations of favoritism and nepotism in recruitment, promotions and appointments.
It specifically names Christopher Dukuly and Daniel Dukuly, identified in the document as the Managing Director’s sons, alleging that they were hired as contractors without the required merit-based selection process.
The employees also complained that major decisions were being concentrated in the Managing Director’s office, while important instructions were sometimes issued verbally without written documentation.
They said the management style had weakened communication within the institution and reduced the involvement of experienced senior employees in decision-making.
Housing Projects Questioned
The resolution also raises concerns about the implementation of NHA projects, including a plan to deliver about 600 housing units.
According to the employees, several initiatives covered by budget allocations for fiscal years 2025 and 2026 had experienced delays or had not been implemented.
They are calling for an independent review to determine the reasons for the delays and to establish how funds allocated for the projects were used.
The employees are also demanding an independent investigation into the NHA’s leadership, workplace practices and overall operations.
They want a comprehensive performance and financial audit covering projects, procurement, expenditures and budget implementation during Geegbae’s tenure.
The resolution further calls for interim measures to protect employees from possible retaliation while any investigation is underway, with disciplinary action to follow if the allegations are established through due process.
Resignations Cited
The leaked documents also include a June 15, 2026 resignation letter from NHA Monitoring and Evaluation Manager S. Prince Conway II.
Conway said he was resigning because of what he described as persistent insults and a hostile working environment. He alleged that he had faced intimidation, threats of dismissal and suspension without salary.
He also claimed that reporting under the Monitoring and Evaluation Department had declined from about 80 percent before Geegbae became Managing Director to 40 percent under her administration.
Another resignation letter, dated June 23, 2026, was submitted by NHA Legal Manager Chr. Varfee B. Siryon.
Siryon said he was leaving the institution because of what he described as a hostile working environment under Managing Director Geegbae.
Copies of the employees’ resolution were sent to the Ministry of State for Presidential Affairs, the Civil Service Agency, the Governance Commission and the National Chairman of the Unity Party.
The allegations contained in the leaked documents have not been independently established, and the documents reviewed by Verity News do not contain a final finding of wrongdoing against Managing Director Geegbae.
The employees said they submitted the resolution in good faith, with the aim of promoting accountability, protecting the NHA and ensuring that the institution carries out its housing mandate for Liberians.
When contacted by Verity News via mobile phone and questioned about the allegations, Madam Geegbae declined to comment in detail.
“I am not going to comment now or make a decision now. I have referred this matter to senior management,” Geegbae said.
