An investigative report by Verity News has uncovered allegations of corruption, nepotism, and abuse of power against the Managing Director of the National Housing Authority (NHA), Florence K. Geegbae. According to the report, Geegbae directly violated Sections 9.6 and 9.7 of Liberia’s 2014 Code of Conduct Law by hiring her three biological children including Tonia T. Richardson, Christopher Dukuly, and Daniel Dukuly as contractors within the NHA.
The expose details significant financial improprieties, alleging that Geegbae unauthorizedly withdrew US$39,360 from the NHA’s Afriland Bank project account, bypassing internal procurement, audit, and finance procedures. While the funds were originally earmarked for land acquisition, she allegedly funneled them under the guise of an unfulfilled land-clearing contract with “QE24 Group of Companies.” Additionally, she is accused of circumventing internal controls to unilaterally withdraw and divert a separate US$4,000 sum using the name of the NHA Procurement Manager.
Further accusations center on land grab schemes and land conversion. Geegbae allegedly weaponized her authority to seize 1.5 lots of government land in Paynesville, originally purchased from the NHA by a local widow, Ma Watta Barwor, and convert it into private property. Working alongside her pastor, Ransford S. Mensah, Geegbae reportedly evicted the widow and initiated private construction on the disputed public plot, prompting a letter of complaint from the victim’s counsel.
The ongoing controversy has sparked internal disastification at the authority. In July 2026, 70 out of 76 NHA employees passed a vote of “No Confidence” against Geegbae, citing fair labor violations, administrative malpractices, and harassment, following the high-profile resignations of the legal and monitoring managers in June.
Stakeholders and anti-graft advocates are now calling on President Boakai to suspend Geegbae while the Liberia Anti-Corruption Commission (LACC), the General Auditing Commission (GAC), and the Ombudsman conduct comprehensive investigations.
