President Boakai Appoints New Leadership for CSA’s Board of Appeal

President Joseph Nyuma Boakai has appointed new leaders to the Board of Appeal of the Civil Service Agency (CSA).

This body is a key structure that handles employment-related disputes within the civil service.

The appointments were announced Monday, October 14,2024 in a press release and are effective immediately.

Cllr. Samuel Y. Zaza has been named Chairman of the Board, with Mr. Gwee K. Porkpah serving as Vice Chair, and Honorable Josiah F. Joekai, Jr. as Secretary.

The newly appointed leaders are tasked with ensuring fair and transparent processes for civil servants seeking recourse on personnel decisions within government institutions.

The Board of Appeal plays a critical role in resolving disputes that arise from decisions involving hiring, promotions, disciplinary actions, and other employment matters within Liberia’s civil service.

It is seen as a cornerstone of accountability and transparency in public administration.

Cllr. Zaza, who will lead the Board, brings extensive legal expertise to the position.

Known for his work in the judicial sector, Zaza’s leadership is expected to strengthen the integrity and fairness of the appeal process.

Mr. Porkpah, the Vice Chair, is recognized for his long-standing experience in civil service administration, and Joekai, the Secretary, has a track record of public service, including leadership roles in civil society and governance.

President Boakai, in his statement, emphasized the importance of diligence and integrity in the conduct of public service.

He urged the newly appointed officials to demonstrate “commitment, professionalism, and loyalty” in their roles, underscoring that their work is essential for maintaining public trust in the government’s personnel processes.

The appointment comes as part of the Boakai administration’s broader initiative to strengthen Liberia’s public institutions.

Under President Boakai’s leadership, efforts have been focused on improving transparency, efficiency, and professionalism across the civil service.

The leadership of the CSA’s Board of Appeal is seen as key to achieving these goals, particularly in light of ongoing challenges in public sector employment.

With these appointments, the government aims to enhance the capacity of the CSA to address employment grievances in a timely and impartial manner.

Civil service reform has been a priority for President Boakai, who has repeatedly emphasized that a well-functioning public administration is critical for national development.

The new leadership is expected to address a backlog of appeals, ensure that all civil servants are treated fairly, and safeguard the rights of employees working in government.

The Civil Service Agency (CSA) has faced scrutiny in recent years for delays in resolving disputes and a lack of transparency in its processes.

The hope is that these new appointments will bring a fresh sense of purpose.
