‘Bribery Scandal’-WAEC Proctors Charged, Sent to Court

The Liberia National Police (LNP) has charged and forwarded to court eight individuals, including a student, in connection with allegations of bribery, unlawful rewarding of public servants and criminal conspiracy linked to the ongoing 2026 West African Senior School Certificate Examination (WASSCE).

According to the police charge sheet, the accused allegedly collected money from candidates sitting the examination at Global Net Preparatory School in the FDA Community.

Those charged include: Emily T. Flomo, teacher at S & Y Faith Academy; Albertha B. Saydee, teacher at Sacom Faith Foundation;

Elton Akoi Chelleh Sr., teacher at New Testament Baptist School System; Arthur Karnquee Jr., teacher at Head Start Preparatory School;

Deiker L. Paye, teacher at Cathedral Catholic School;

Balima M. Subah, teacher at Confidence School System;

Anthony Y. Whykolo, teacher at Len Millar Salvation Army School; and

a student whose identity has been withheld.

Police investigators allege that the group conspired to collect L$300 from each candidate writing the examination, accumulating a total of L$58,380 during a mathematics test administered at the center.

“The defendants, for the purpose of compromising the ongoing WASSCE examination, held a meeting of minds and collected money from candidates seated on the first and second floors of Global Net Preparatory School,” the charge sheet stated.

Investigators further claimed that the money was collected as part of an arrangement intended to influence and compromise the integrity of the examination administered by the West African Examinations Council (WAEC).

During questioning, some of the accused, including Anthony Y. Whykolo, Deiker L. Paye, and Emily T. Flomo, reportedly admitted attending meetings where it was agreed that L$300 would be collected from each candidate. According to investigators, they acknowledged that the money was intended to facilitate assistance during the examination.

However, Arthur Karnquee Jr., Albertha B. Saydee, Balima M. Subah, and Elton Akoi Chelleh denied any involvement or knowledge of the alleged collection scheme.

Another suspect, Eddie Z. Banney, reportedly told investigators that he learned about the arrangement from a colleague assigned to the examination center.

Police have formally charged the defendants with bribery, unlawful rewarding of public servants and criminal conspiracy in violation of Sections 12.50 and 12.51 of Chapter 12 and Section 10.4 of Chapter 10 of Liberia’s Revised Penal Law.

The case has been forwarded to the Monrovia City Court for prosecution. While some of the accused are said to have admitted involvement, others have denied the allegations.
