CSA Deputy Director General Darlington Smith Reportedly Resigns over Alleged Toxic Workplace

An investigation by Verity News has received credible reports that the Deputy Director-General for Human Resource Management and Policy of the Civil Service Agency (CSA), Mr. Darlington A. P. Smith, has tendered his resignation over what multiple sources within the CSA termed as ‘a toxic and dictatorial working environment’.

A senior manager of CSA speaking to Verity News, on condition of anonymity, confirmed Smith’s resignation but said that President Boakai has asked him to hold on until further notice.

“…Yes, it is true that he has actually resigned. The Executive Mansion has received his letter of resignation already, but it has not been accepted yet by the President. There is a serious problem here at the CSA. So, he had to resign. Darlington Smith even said it in our senior management meeting yesterday that he was finally leaving. But he has been asked to hold on until President Boakai accepts his resignation or make a final decision. The truth is that DG Josiah Joekai has made this workplace so toxic. He’s more of a dictator than a leader. Furthermore, Darlington felt marginalized. DG Joekai is closer to Deputy DG for Administration and Finance Dahnu Mianyen than he is to Darlington. So, yes, I can confirm to Verity News that he resigned, because there are very serious issues here. People work here in fear and absolute submission,” a senior manager of CSA said.

On April 10, 2026 at 8:06 P.M, Smith wrote on his official Facebook page, “The horns can never be too heavy for the cow that must bear them. Life never gives a person a responsibility he/she is not built to handle. Every burden, role, or challenge is matched to the strength of the one destined to carry it.”

Efforts made by this paper to contact the central administration of the CSA for their reaction to this development did not materialize up to press time.
