NPA Earns Presidential Honor For Outstanding Performance

Monrovia, Liberia — April 20, 2026 — The National Port Authority (NPA) has been honored by President Joseph Nyuma Boakai, Sr. for exceptional performance in the 2025 cycle of the Government of Liberia’s Performance Management and Compliance System (PMCS).

The recognition was presented during a high-level ceremony at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, where more than thirty ministries and agencies were awarded for meeting and exceeding performance benchmarks across key governance indicators.

The NPA stood out among top-performing institutions, achieving an impressive 95.2 percent compliance rate under the PMCS framework. The evaluation measured institutional effectiveness in critical areas, including strategic planning aligned with the ARREST Agenda, service delivery implementation, resource mobilization, systems efficiency, and capacity building.

Leadership and Performance Drive Recognition

Government officials attributed the NPA’s strong performance to the leadership of its Managing Director, Hon. Sekou A.M. Dukuly, whose administration has emphasized accountability, transparency, and operational efficiency.

Under Mr. Dukuly’s stewardship, the Authority successfully met all required performance targets and passed a rigorous multi-level independent appraisal process placing it among Liberia’s most efficient public institutions.

Dukuly: “This Recognition Belongs to the Team”

Speaking to reporters following the ceremony, Managing Director Dukuly expressed appreciation to President Boakai and the Government of Liberia for the honor.

“This recognition reflects the hard work, discipline, and commitment of the entire NPA team,” he said. “We remain focused on ensuring that the Authority continues to improve and deliver quality service to the Liberian people.”

He described the award not only as a validation of the Authority’s progress but also as motivation to push further in strengthening Liberia’s maritime sector.

Gateway to Economic Growth

As the country’s primary maritime gateway, the NPA plays a critical role in trade facilitation and revenue generation. Observers say its improved performance signals progress in enhancing efficiency at Liberia’s ports an area long identified as key to national economic growth.

Looking Ahead to 2026

With new performance targets already signed for the 2026 PMCS cycle, the NPA is expected to build on its current momentum.

Officials say the latest recognition sets a higher benchmark for the Authority and reinforces the government’s broader commitment to performance-based governance and institutional accountability.
