“Constitutional Plenary,” Attorney General Describes Majority Bloc 

Justice Minister Cllr. N. Oswald Tweh has recommended that the executive branch engage in consultations with the majority bloc of the House of Representatives to ensure seamless governance. Speaking at the Ministry of Information, Cultural Affairs, and Tourism (MICAT) press briefing on Tuesday, December 10, 2024, Cllr. Tweh provided a legal interpretation of a recent Supreme Court ruling, emphasizing the constitutional authority of the majority bloc to conduct legislative business—provided they adhere strictly to legal and procedural requirements.

“The Supreme Court ruling affirms that the majority bloc possesses constitutional capacity to act on behalf of the House of Representatives,” Cllr. Tweh stated. “However, their authority is contingent upon full compliance with all legal and procedural norms. Therefore, I advise the executive branch to engage with this bloc to ensure smooth governance.”

Cllr. Tweh’s remarks come amid heightened divisions within the House, which have ignited debates over legislative authority and representation. The Supreme Court’s ruling clarified the extent of the majority bloc’s powers but has received mixed reactions. While some see the decision as a pathway to stability, others question its implications for Liberia’s democratic processes.

The Justice Minister underscored the need for collaboration between the executive and the legislature, urging both sides to align their actions with constitutional norms. He also cautioned the majority bloc to prioritize due process, warning that any deviation from legal procedures could undermine their legitimacy.

“Their actions must be grounded in the rule of law,” he added. “Failure to follow established procedures could jeopardize their constitutional standing and further destabilize legislative processes.”
