The Liberia National Police (LNP) has taken note of a communication authored by Jefferson T. Koijee to the United States Embassy in Monrovia raising allegations against the institution.
While the LNP respects the right of all citizens to raise concerns, the claims presented are largely misleading, unsubstantiated, and omit critical facts regarding ongoing investigations and established accountability processes.
It is important to note the contradiction inherent in the communication. The author, who has been sanctioned by the United States Government for actions including undermining democratic processes and abuse of public office, now advances broad claims centered on the very issues for which he has faced international sanction. This raises legitimate questions regarding the credibility and intent of the assertions made.
Contrary to claims suggesting institutional inaction, the LNP maintains clear and structured accountability mechanisms. All custodial deaths are subject to mandatory review and, where necessary, are referred for judicial consideration. Allegations of police misconduct trigger investigations by the Professional Standards Division (PSD), while use of force incidents are reviewed under established legal and operational frameworks, with officers held accountable where violations are identified.
The LNP emphasizes that investigation and prosecution are distinct functions, with prosecutorial decisions resting solely with the Ministry of Justice in accordance with applicable law.
The institution also categorically rejects allegations of systemic torture, collaboration with drug cartels, and politically motivated violence. These claims are unsupported and inconsistent with ongoing reforms and international cooperation efforts aimed at strengthening professionalism and accountability.
The LNP remains committed to professionalism and accountability, the protection of human rights, and transparent engagement with the public and international partners. The institution will continue to uphold the rule of law and rejects attempts to undermine public confidence through politically charged and factually incomplete narratives.
